Yes, there's always a but... and for once, this enterprising little goblin is gonna call your attention to it (instead of covering it up with duct tape) - these changes to DoT-haste interactions mean we have some pretty wonky mechanics to deal with now.
It's ok, we goblins love wonky. We strip-mine wonky, slap a label on it, and sell it to the world.
In the case of spell haste, those labels are:

781!

1406!

2030!
These milestones, for Demonology and Destruction can account for a significant boost just by reaching them (remember, reforging is your friend. Your expensive, expensive, expensive friend if you do it as obsessively as some of us).
Interestingly enough, if you're running Demonology (our current favorite off-spec for old world shenanigans) Haste has some areas to avoid as well. 328, 984 and 1640 (or, roughly, 10, 30 and 50%) - this is because at these steps, haste causes some problems with the standard rotation for demonology, preventing you from refreshing Immolate with Hand of Guldan. Thankfully, reforging should give you plenty of options for exceeding (or backing off of) these thresholds sufficiently to maintain an ideal rotation.
